Project Overview:

Bechtel, along with key sub-vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx, and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project. The OLS Project scope includes the design build, operation, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through major Public Private Partnership (P3) contracts and multiple Early and Advanced Works (EAW) contracts. The OLS Project is planned to open for revenue service in 2031. DP forms a key part of the overall leadership of the OLS Project.

Position Summary:

The Package Contracts Manager will report directly to the Package Commercial Manager and functionally to the Project Contract Manager. The Package Contracts Manager will be responsible for all Contract Management activities for the assigned Package and will manage assigned Contract personnel. The Package Contracts Manager will be expected to demonstrate professional oversight of package delivery, the client’s compliance with regulatory and stakeholder requirements, procurement, risk management, and construction expertise and judgement in all phases of the package work.

Responsibilities:

  • Implement the division of responsibilities matrix of various contract management tasks and the standard work processes and procedures applicable to Contract Administration. 

  • Coordinates with other project functions activities affecting contractual rights and obligations, contract performance, contract administration and other major matters.

  • Manage complex contract changes by negotiating with contractor and customer personnel and obtaining settlement.

  • Communicate with IPT members to raise awareness of contract provisions, vendor performance and compliance with contractual terms and conditions, identification of on time delivery and savings opportunities, schedule optimizations in concert with Project Control function, and claims or cost avoidance strategies.

  • Review contractor progress reports for potential commercial impacts and advise project management team accordingly.

  • Oversee the review and approval of contractor progress payments / proper invoices; proactively interrogate contractor entitlement following receipt of demands for payment or draw downs on allowances and contingencies. Monthly submission of a Certificate of Payment (COP) through the CMS.

  • Facilitate contract close-out; confirm that all commercial, documentary and technical requirements are met or reconciled prior to substantial completion.

  • Lead a team of assigned Contract personnel, provide support and coaching on effective Contract Management.

  • Support Package Commercial Manager on ad-hoc tasks and preparation of reports.

Qualifications and Skills:

Basic Qualifications:

  • Bachelor’s degree in Business, Supply Chain Management, Engineering, or other industry related field along with 10+ years of relevant experience.

Additional Qualifications:

  • Advanced knowledge of contract regulations, policies, and practices.

  • Specialized courses or experience in pricing, contract law, negotiations, and accounting.

  • Experience in administering different contract types, fee arrangements and contract terms.

  • Experience in developing and recommending potential solutions to contractual problems to management.

  • Proficiency in MS Office software suite of programs (Word, Excel, PowerPoint, Outlook).

  • Ability to establish collaborative and effective working relationships with internal and external stakeholders.

  • Working knowledge of engineering/construction industry contracting practices and policies, procedures, and work practices.

  • Understanding of compliance with protocols of company and client confidentiality.

  • Confidence in working within an environment of senior managers, client executives, and government agencies.

  • Demonstrated oral and written communication skills.
