Bechtel signed a development partner contract with High Speed 2 (HS2) on May 24. The new railway will be the U.K.’s second high speed line. The first, High Speed 1, was delivered by Bechtel ten years ago.
As development partner for Phase 2b, Bechtel will work with HS2 to develop the Phase 2 route from Crewe to Manchester and Birmingham to Leeds, and to integrate it seamlessly with Phase 1 and the existing national rail network. Working in an integrated team with our customer, High Speed Two Limited, we will manage and support the development and submission of the Phase 2b hybrid legislation to government.
The Cost Engineer’s primary purpose is to support the Bechtel Prime by planning, developing and owning all the cost elements within the Bechtel Prime contract. He/she will be responsible for analysing data and providing support to enable successful decision making by the Project Team.
As the Development Partner Bechtel provides services as part of an integrated team for the High Speed 2 project during the development phase of this major programme.

Primary responsibility and associated duties include:
Manages and prepares the Bechtel Services Cost report, undertakes analysis of actuals variance against forecast through reviewing and understanding the underlying cost model (staffing costs and other costs) and the actuals transactions from the finance system.
Reviews transactions to ensure correct cost coding allocations, and correct job code billing, including challenging apparently erroneous charges with the initiator.
Work with team members to manage and interpret large data sets
Reviews supplier invoices and RfPs for consistency and completeness and prepares file for PM review and signature.
Prepares the project PFSR including current forecast, CWC and CTC GM earning methodology.
Prepares the monthly Bechtel dashboard and President Operating report.
Reviews, owns, updates and amends as appropriate the Excel-based services cost model used on the project.
Manages the internal Trend process, including generating trend values based on staffing plan and other cost variance, and maintaining the project Trend log.
Interfaces with the Finance function to understand and advise on accruals.
Assists in certain prime-related matters, including providing cost estimates for additional services, and reviewing and incorporating client change orders in to the cost systems. Maintains the revenue model.
Reviews prime-related correspondence for potential Trends and assists with the preparation of early warnings (NEC Option E contract).
Project Controls cost engineering experience is preferred but not required
Familiarity with Bechtel's financial reporting system, Natural Classifications
Experience with preparing PFSR
Demonstrable background in either accounting or cost engineering.
Achieved, or working towards, a professional qualification in either cost engineering or accounting.
Bachelor’s degree in Engineering, Construction Management, or related field..
