Job Purpose / Overview

The Delivery Integration Civil Lead (NI) Engineer will be responsible for considering all aspects of the pre planning of a designated section of the Civil work scope on the Nuclear Island (Reactor Building and associated Buildings) scope of works on the Hinkley Point C project. This will involve conducting integrated and cross-cutting coordination and reviews of construction preparation, looking at arrangements transparently and in detail from different & wider perspectives to provide oversight, ensuring pre-requisites, dependencies and constraints are managed in a balanced and integrated mode to ensure the activities on the site run safely and smoothly. The primary objective will be to identify and eliminate any issues prior to the work commencing on the site and will involve interfacing with the Engineering, Procurement Construction and Multi-discipline teams to perform the role.

Reports Functionally to Delivery Integration (DI) Main Civil Lead and for day to day to Programmer Manager for Conventional Island Main Civil Team (MDT).

Contextual Information

Hinkley Point C is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants, and the position will be part of HPC Project Management Team working at the Construction site and within the Delivery Command Centre, which is located about a, hour and half away from the site, in Bristol England, UK.

Because of the scale and complexity of this project, the programme duration and the immovable completion date, the DI Civil Lead Engineer must have proven experience in the execution of large and complex works projects under similar constraints and previous experience with working with large turbine/generators.

The DI Civil Lead Engineer will be a staunch advocate of our Safety culture, and help to embed this approach in all processes and activities undertaken on the project.

Principal Accountabilities

Safety is the overriding priority for any activity performed by Pre-Construction Planning which includes nuclear safety as well as Industrial Safety. Planning the work must also recognize the importance of a strong Nuclear Safety and Quality culture and the importance of a right first time attitude.

Pre-Construction Planning analysis horizons go beyond currently on-going activities on site, and include the work to be completed on the site up to achieving the J0 milestone and through to the Commercial Operation Date.

The DI Civil Lead Engineer will have experience of planning and constructing complex construction projects to achieve the job purpose objectives by implementing, as a minimum, the following as appropriate for the work being performed:

  • Advocate of site construction in the safe and effective planning of work

  • Ensuring that conventional and nuclear safety considerations are recognised as essential to the success of the project and built into the planning processes.

  • Ensuring that detailed plans are developed to a facility and or area basis which integrate co-ordinate and sequence work activities to achieve the optimum construction sequence paying particular attention to contractor interfaces.

  • Looking ahead to identify risks and developing mitigating options in sufficient time so as not to impact the construction site performance.

  • Developing a plan which clearly identifies site need dates for critical equipment and materials and implementing monitoring processes to give early warning of any threat or risk to meeting the need dates and developing mitigating actions in time to avoid any impacts to site activities.

  • Implementing cross cutting reviews of work scope where the interfaces in areas are intersected by many difference contractors.

  • Developing detailed access routes for personnel and equipment, identifying suitability of the access routes, impacts to other work activities and identification of temporary access openings for equipment installation.

  • Working closely with the design and procurement groups to conduct constructability reviews to ensure realistic construction expectations are realized.

  • Fostering and promoting collaborative working with the Pre-construction planning teams, MDT team members and supply chain partners to achieve a “what’s best for the project” outcome at the potential short term impact on an individual contract and ensuring full buy in with the program and project managers.

  • Implementing seamless working arrangements with the Engineering command centre and the site command centre to ensure full understanding and alignment with work sequencing plans and release of work scope to the site.

  • Implementing a construction readiness review process on work scope packages based on complexity. Readiness review would be based around the construction sequence planning process developed for J0 and would be conducted on a rolling wave basis based on a time scale and frequency commensurate with work scope complexity.

  • Implementing the project gateway review process to ensure that packages that pass through gate 2 are complete and will allow construction to complete the work scope efficiently.

  • Implementing a construction build philosophy that recognizes the key approach of design by system, maximize productivity by bulk area build and transition to system completion for turnover.

  • Maximizing the knowledge gained from lessons learned from previous projects and utilizing the project lessons learned programs for experiences from FA3 etc.

  • Early team engagement providing construction input to supply chain contract conditions to ensure site conditions and requirements are included.

  • Promoting the schedule development as a construction led and driven approach.

  • Ensuring strong ties to engineering and equipment deliverables are made and maintained

  • Integrating the supply chain partner’s resources to maximize their expertise and skill set when developing the schedule and construction strategies to ensure schedule ownership and best practice implementation

  • Taking a coordinated and holistic approach to the provision of common shared services such as scaffold, temporary HVAC and electrical services

  • Recognizing the importance of other supporting activities such as laydown areas, and work area coordination for activities such as housekeeping and work face storage

  • Recognizing the high quality standards of construction that will be required when constructing a nuclear facility and ensuring these are incorporated in the planning of work completion

  • HPC Procurement support, contract appendices development, ITTs, bid reviews

  • Development of construction site conditions in conjunction with the Project Managers and Commercial and Contract teams.

  • Utilize contract partner expertise to the maximum extent possible to ensure their expertise is utilized in construction planning


The post holder will be based at the construction site but will also spend time in Delivery Command Centre in Bristol and may be required to travel to other company locations in the UK and possibly Europe as required.

Knowledge, Skills, Qualifications & Experience

The DI Civil Lead Engineer will have broad knowledge of Civil Engineering Design, Procurement and Construction activities and the integration of these activities. In addition, a good understanding of project planning processes and the ability to identify and resolve complex interfaces. Experience across many types of EPC contracts specifically knowledge of the NEC and FIDIC contracts is beneficial. Experience in the ability to work collaboratively with a wide range of stakeholders is an essential skill set required of the job holder Strong management and communication skills and commercial awareness are essential to successfully performing the role. Previous Nuclear experience is a clear advantage, although it is acknowledged that to develop a new Nuclear Build competency within the UK, taking on board a wide experienced skills base with no prior Nuclear experience and providing the Nuclear training required, will be necessary. Therefore, demonstrable competencies within Mechanical Engineering and construction fields will be considered for the role challenges.

  • In-depth knowledge and experience of Civil construction, including excavation and backfill, concrete, structural steel, etc. Note: not all skill sets are expected from all candidates, a selection of experience across key fields will enable a successful team to be built with specialisms to cover all aspects of the project.

  • Strong communication skills in English required, knowledge of French can be an advantage

The Office of Nuclear Regulation requires a specific level of nuclear specific knowledge that is graded to reflect seniority of the post. The requirements cover general industry competencies gathered by education, training and experience. HPC site specific requirements will be gained by an extensive HPC specific training programme that all employees must attend.
