Project Overview

The ML2 project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.

Position Summary

Assigned to the Construction organization in a supervisory capacity. Responsible for supervising and directing operations of construction craft personnel. Supervises and directs Construction craft activities assigned to ML2. Ensures assigned construction operations are performed safely, in compliance with specifications, and within budget and schedules. Performs general functions inherent in all supervisory construction (field) positions. Responsible for managing craft personnel in adherence to the Project Labor Agreement (PLA).

Responsibilities

  • Coordinates with Engineering on constructability issues and model reviews.

  • Responsible for field construction operations within the Mechanical discipline.

  • Responsible for effective direct hire execution of all mechanical systems.

  • Familiar with a systems-based approach for mechanical installation.

  • Responsible for managing craft personnel in adherence to the Project Labor Agreement (PLA).

  • Familiar with P&ID and system scoping.

  • Experienced with LOTO procedure and able to coordinate system boundaries and personnel protection.

  • Determines workforce requirements.

  • Coordinates established area operational plans.

  • Schedules work to be performed and reviews work accomplished by each craft.

  • Monitors work activities and ensures the quality of work performed.

  • Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.

  • Approves craft time records using established automated tools.

  • Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast.

  • Monitors tool usage on the site. Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.

  • Monitors the activities of subcontractors and direct hire craft to ensure compliance with specifications and schedules.

  • Responsible for the implementation of corporate/project policies, procedures, and instructions within assigned operations.

  • Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management.

  • Performs employee reviews and identifies training and development opportunities for subordinate personnel.

  • Ensures that Bechtel and local/national safety codes, requirements, and standards are being complied with within assigned area of responsibility.

  • Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operation.

  • Actively participates in scheduled safety meetings.

Qualifications and Skills

Basic Qualifications

  • B.S. degree in Engineering or similar and at least 9+ years of experience in field supervision, construction, material controls, design engineering, and/or related experience; or in lieu of degree, at least 15+ years of related experience.

  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

  • Must be a US Citizen or Permanent Resident of the US.

  • Must be able to obtain and maintain any security clearances required for this position.

Minimum Qualifications

  • Recent Bechtel experience as a Mechanical Superintendent at a large EPC project.

  • Working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs) utilized by Construction.

Preferred Qualifications

  • Knowledge of a single or multi-discipline construction or engineering operation.

  • Knowledge of Bechtel’s Zero Accident Philosophy.

  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan, and the Bechtel Core Processes.

  • Knowledge of supervisory functions relating to field activities.

  • Knowledge of Standard Work Process Procedures (SWPPs).

  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.

  • Demonstrated leadership in a team-based environment.

  • Knowledge of the use of subcontracts, and the contractor and subcontractor’s responsibilities contained in subcontract documents.

  • Experience working with, supervising, and administering subcontractors and/or Direct Hire workforce.

  • Experience working with, supervising USA Building Trades Unions.
