Bechtel is seeking a Requirements and Standards Engineer for the Texas High Speed Rail Project located in Dallas, TX. The Requirements and Standards Engineer or Texas Central is responsible for coordinating all elements concerning Requirements and Rail Standards to ensure correct specification and subsequent achievement of design and construction and commissioning integrity. This is an opportunity be part of a large Texas based infrastructure project that supports the development and implementation of a new high-speed passenger railroad based on Central Japan Railway Company’s Shinkansen system. The project management team is working in a high energy and a highly motivated environment alongside the client team. This position is currently classified as short-term pending the client’s decision and timing to move to the next phase of funding this project, currently forecast for Summer 2019, at such time, a transfer to a long term position will occur..
Establishing and maintaining the TxHSR Project Requirements
Analyze, clarify, consolidate and develop all the applicable functional and performance requirements (operability, signaling, regulations, standards etc.)
Ensuring the Requirements are allocated to the Design-Build Contractors
Establishing and maintaining a Requirements Compliance Matrix
Establishing and maintaining the TxHSR Project Standards Baseline
Reviewing and recommending actions on Standards non-compliance requests
Coordinating with contractor sub-system requirement specifications to be distributed to the sub-system suppliers
Bachelor Degree from an accredited university or Minimum of 15 + years’ experience working in the construction industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience.
Previous rail experience.
Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
A firm understanding of rail engineering procedures, principles and concepts.
Experience working with teams and stakeholders in the development and delivery of large infrastructure projects.
Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.
Computer skills (MS office).
Bachelor Degree from an accredited university or Minimum of 15 years’ experience working in the construction industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience
10 years’ experience of supporting the deployment of project requirement databases including the experience of capturing changes or new requirements and ensuring changes from the Projects Baseline are correctly recorded on rail projects. Experience of allocating requirements to design packages and agreeing allocation of the requirements to the engineering delivery teams.
Bachelor Degree from an accredited university or Minimum of 18 years’ experience working in the construction industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience
15 years’ experience of managing the deployment of project requirement databases and establishes compliance processes including stage gate reviews to ensure effective control of the implementation of the project through all stages from concept to operation on rail projects. Experience of managing the establishment of a configuration management process for determining and controlling the project technical baseline and the development of engineering-related project change requests as well as processes for incorporating and documenting these changes.
