SUMMARY:

Performs cost estimating, analysis, and control activities. Supports project organizational and administrative activities when delegated. Supervises cost engineering activities when delegated.

JOB DIMENSIONS:

  • Provides technical and operational direction to assigned personnel, when delegated.

  • Maintains relationships with project personnel, particularly with individual discipline group leaders and engineers.

ESSENTIAL JOB DUTIES:

1. Prepares Project Controls plans and detailed internal manpower utilization plans for discipline or specialty activities.

2. Assists in preparing cost data for proposals or contract negotiations.

3. Participates in developing and presenting training classes on designated subjects and on-the-job training programs.

4. Conducts personnel performance reviews, when delegated. Interviews candidates and makes recommendations for employment decisions.

5. Determines scope definition requirements for a discipline or other specialty, and works with Engineering and other sources to coordinate the production of required data to conform to the overall estimate preparation plan.

6. Performs or coordinates quantity development and verification for a discipline or specialty. Develops, or assists in the development of, quantity bases for assumption.

7. Performs, or coordinates the performance of, pricing structure development and application to takeoffs, derived quantities, quantity assumption, and cost allowances within a discipline or other specialty.

8. Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards.

9. Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions.

10. Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions. This includes training in the proper use of and definitions for the cost accounts.

11. Investigates requirements for estimating and/or cost control data for a specific discipline or other specialty applications.

12. Identifies or defines data sources and techniques for data acquisition, and collects required data for a specific discipline or other specialty applications.

13. Assists in developing unit hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors, indices, productivity and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Performs data analysis, identifies problems, and makes recommendations.

14. Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.

JOB KNOWLEDGE

1. Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and the home office.

2. Knowledge in the use of computers for executing work processes.

3. Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.

4. Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.

5. Skilled in oral and written communication.

6. Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).

7. Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.

8. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

Position for Quebrada Blanca Fase 2 Project in Santiago, Chile.

With the purpose of being accredited to perform in the field, the position will begin in Santiago or Iquique until receiving the corresponding authorization and then will move to the field as soon as possible to join the respective shift.

Salary will be based on current market rates and the posted grade will not be adjusted to suit the successful candidate.
