1. Purpose of the Job

Supporting the employer by managing the interface between the designer/contractor and one or more Internal and external parties through design and Delivery. Responsible for overseeing the technical and quality aspects of project related construction, testing and commissioning activities for the Plumstead maintenance facility and stabling sidings.

2. Principal Accountabilities

  • Acting as the custodian of the suite for documents and trackers used by the project teams to identify and manage 'Interface Works' that are on, or impact upon the relevant third party infrastructure or works.

  • Providing the lead on aligning designs with technical requirements and reporting through joint working groups.

  • Managing submittal trackers and expediting submittals through the delivery teams.

  • Managing the Project Technical Requests interface with the third party.

  • Acting as single point of contact for integration of design.

  • Undertaking reviews as required of systemwide contractor technical submittals, (including method statements and work package plans to ensure integrated delivery

  • Providing Field Engineering input to the RFI / NCR / FCD process and where directed seeking input from the Railway Systems discipline specialists.

  • Determining need (with the Project Field Engineer) to engage Railway Systems for interpretation or approval of design changes or non-conformances which constitute design changes.

  • Providing input into engineering solutions / field sketches / specifications to resolve site based queries and coordinating resolution of issues with the Engineering Manager/ Railway Systems where required (and where it is not the responsibility of the contractor).

  • Keeping the Project Engineer informed of technical issues.

  • Monitoring the contractor in ensuring that proper processes are identified and implemented to achieve contractual quality compliance.

  • Supporting the Project Field Engineer in the review and acceptance of contractor certification packages.

  • Assisting the Construction Manager and Project Field Engineer in reviewing the programme of works.

  • Supporting the development, review and acceptance of the Contractor’s Inspection and Test Plans (ITPs).

  • Monitoring the contractor’s compliance with their ITPs and participating in witness and review points, seeking support as required from the Railway Systems discipline specialists.

  • Providing input to the NCR and Punch List process at contract level seeking support as required from the Railway Systems discipline specialists and other specialist functions in evaluating conformances and assessing contractor recommended dispositions.

  • Provide planning, procedural and access guidance and services to project teams.

  • Acting as the first point of contact when dealing with relevant third party.

  • Developing strong working relationships with the respective third party teams.

  • Maintaining rigorous compliance with agreed processes and procedures.

  • Ensuring the project design interfaces correctly with systemwide projects.

  • Ensuring designs are built in accordance with the approved design.

4. Dimensions & Interfaces (both internal and external)

  • Reporting to the Project Field Engineer

  • Working closely with Construction Managers, Engineering Managers, Interface mangers and third party representatives.

5. Person Specification

  • Knowledge of third party environment and relevant processes and procedures

  • Engineering and construction knowledge within major infrastructure environment with experience of rail and or depot projects.

  • Experience of managing complex internal and external interfaces.

  • Understanding of Human factors issues which inform the design of train to depot infrastructure and operational use of depot facilities.

  • Experience of major civil engineering projects.

  • Experiencer of different form of contract.
