Project

London City Airport (LCY) is an international airport located in the Royal Docks in the London Borough of Newham, 11km east of the City of London. LCY has a single 1,500 metre (4,900ft) runway, and a Civil Aviation Authority (CAA) Public Use Aerodrome Licence that allows flights for the public transport of passengers or for flight training.

LCY is scheduled to carry out significant development works to expand its capacity. In June 2017 LCY engaged Bechtel to act as a Delivery Partner (DP) for the management of the works associated with this expansion.

SUMMARY

The PE will be assigned to a subcontracted designer and be responsible for the supervision of the engineering activity on a project, or designated scope of a project. Plans, directs and monitors engineering packages or parts of on the project. Has technical responsibilities for interpreting, organizing, executing, and coordinating these packages.

The PE will report to the Engineering Manager as a direct report and also have a reporting line to the Project Managers for associated packages of work. The PE will be responsible for facilitating the execution of the subcontract, processing RFIs, coordinating between interfacing subcontracts / Project Engineers, reporting progress and liaison with stakeholders.

JOB RESPONSIBILITIES

Responsible for a particular design contract(s) and/ or contractors’ design. The responsibilities of which are set out below in two parts below.

Design Contract

  • Direct and control scope, schedule, progress, and quality within their assigned package within an area and across disciplines, in collaboration with all design offices, engineers, and discipline engineers

  • Liaise fully with discipline leads from the design entities in all aspects of execution

  • Provide technical guidance and continued review of area-specific deliverables, including design documents and bid evaluations

  • Assist the lead discipline engineers on technical issues

  • Liaise with LCY about technical issues, in collaboration with the design entity leads (DEL)

  • Liaise with LCY area managers with respect to scope and technical issues arising within each specific area of responsibility

  • Liaise with the DEL for package progress within an area and assistance in updating the Engineering Progress & Performance Reporting (EPPR)

  • Concur responsibly with the area scope of supply and quantities reporting

  • Have responsibility for the production of engineering work within their assigned packages within an area

  • Initiate Design House/ LCY correspondence related to the engineering portion of the contract

  • Review project engineering progress against approved schedules

  • Raise, detail, seek concurrence from the Area Project Engineer, APE and ensure incorporation into the design of any required trends through the trend programme (all in collaboration with the DEL)

  • Adopts, embraces and ensures the engineering group works as one team across the multiple offices

  • Managing their designers to ensure compliance with the BIM/CAD Requirements & CADP BEP

  • Promote the creation of a work environment, supported by leadership, that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction

Contractor’s Design

  • Liaise fully with contractors design team in all aspects of execution

  • Ensure the Schedule D’s are being enforced within their package

  • Provide technical guidance and continued review of deliverables

  • Responsibility for the coordination with DELs appointed for construction support including deliverable reviews and responses to site queries FCDNs

  • Liaise with the contractor for package progress within an area, EPPR reports and quantities reporting

  • Initiate LCY correspondence related to the engineering portion of the contract for review with the APE

  • Review contract engineering progress against approved schedules

  • Managing contractor to ensure compliance with the BIM/CAD Requirements & CADP BEP

SKILLS, EXPERIENCE & QUALIFICATIONS

  • BSc or MSc degree in appropriate Engineering discipline.

  • Professional (Chartered) engineering registration, or working towards it.

  • Technical knowledge of engineering systems, engineering and construction methods and materials, and engineering data applications.

  • Proficient knowledge of project engineering processes and procedures.

  • Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.

  • Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes including BIM Level 2 knowledge on a project and PAS1192/BS1192.

  • Knowledge of industry/regulatory codes and standards and design criteria pertinent to the discipline.

  • Skill in oral and written communication.

  • Demonstrated skill in supervision.
