PMC Senior Process Safety Engineer

Bechtel is seeking to work with a major Indian corporation (Owner) to provide Project Management Consultant (PMC) Services as well as Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of their existing petrochemical facilities in India.

The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

Responsibilities

  • Makes decisions independently concerning problems within the Process Safety discipline on the project. Represents the PMC Process Safety discipline on the project with EPCM Contractor and Owner to resolve technical questions and as required to coordinate work.

  • Oversees and monitors EPCM Contractors’ engineering progress in a specific Process safety discipline and reports to PMC management.

  • Coordinates and participates in reviews of Contractors’ engineering documents/deliverables within discipline to ensure compliance with the contract requirements, including project procedures, project specifications and applicable codes and standards. Monitors status of Contractor documents reviews for discipline

  • Actively participates in design reviews and HAZID, HAZOP/LOPA, etc. studies

  • Coordinates with other leaders within the project organization to ensure that multi-discipline interfaces are properly addressed with resolution of technical issues in a timely manner

  • Prepares Technical Bid Evaluations for commodities and services in discipline scope including participation in vendor meetings

  • Promotes the creation of a work environment supported by leadership which fosters openness, trust, communication, teamwork, empowerment, innovation and satisfaction

  • Participates in project technical reviews, progress and review meetings.

  • Identifies design safety issues (problems, value improvement opportunities) with contractor’s design and helps clarify areas of complexity during all phases of the engineering design work.

  • Understands multi-disciplinary technical issues and can advise on innovative technical solutions to resolve these issues.

Qualifications and Skills

Basic Qualifications

  • BSc, BEng or equivalent with extensive relevant experience

  • Minimum 15 years in Design HSE management and process safety engineering experience in the Oil and Gas industry, specializing in onshore major projects detailed engineering.

  • Excellent knowledge of technical theory, engineering principles, good engineering practices and how to apply them for design execution.

  • Demonstrate ability to work independently with minimal supervision showing a high degree of professionalism.

  • Familiarity with local regulations and industry codes and standards affecting standard design, quality, or processes.

  • Have experience as previous PMC / Owners’ Engineer would be beneficial.
