Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF Construction project works on various schedules with differing start times, and may require employees to work overtime, weekends, and/or nightshift when a business need arises.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

Responsible for the performance of a broad range of construction quality control activities within an assigned area of responsibility. Supervises a specific quality control discipline. Responsible for implementation of quality control procedures and policies to ensure field activities conform to project's specifications. #LI-CL1

Major Responsibilities:

  • Leads activities of subordinate quality control engineers, and other Inspection personnel, as assigned.

  • Issues and controls measuring and test equipment (M&TE). May perform calibration of M&TE. May lead the M&TE team.

  • Implements quality control procedures and establishes detailed schedules for onsite inspection activities.

  • Determines requirements for, and may direct preparation of, technical and administrative documents and reports.

  • Generally assigned to a single discipline activity interfacing with a multidiscipline operation.

  • Within assigned area, monitors the operations for adherence to project plans and specifications to ensure quality control compliance.

  • Monitors subcontractors’ and suppliers’ workmanship, installation of material and equipment for quality control compliance.

  • Performs inspection functions in accordance with the inspection plan, monitors inspection duties assigned to subcontractors and reviews results of inspections.

  • Inspects and documents acceptance of construction activities and installations.

  • Identifies nonconforming items and corrective action requirements.

  • Initiates nonconformance reports and monitors status through to closure of corrective action.

  • Maintains databases through established project standard computer applications.

  • Implements procedures and policies established by others and develops procedures, as required, for the performance of assigned functions.

  • Monitors activities of assigned subcontractors to ensure construction, material and installation comply with project specifications and quality control criteria.

  • May be required to provide input to employee reviews of subordinate personnel.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.

  • Must be a US Citizen.

  • Must be able to complete a pre-employment drug screen and background check, including verification of employment, education, and travel.

Required Knowledge, Skills, and Abilities:

  • Previous or working experience with the M&TE calibration/certification process.

  • Current or previous Level II Electrical inspection certification.

  • Current or previous Level II Receipt inspection certification.

  • Understanding of NQA-1 storage of material requirements.

  • Ability to support multiple functions and support construction activities as directed by the CQCM.
