UPF is scheduled to be completed by 2025 within a $6.5 billion budget and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00am-3:30 pm. During subcontract performance for field work the schedule shifts to 4x10’s to align with Construction Labor Agreement work hours.
Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Makes contact functionally with engineering, procurement, construction, administrative services, test, operations, decommissioning, or other project personnel. May also contact client, supplier quality personnel and regulatory personnel as directed by a Project QA Manager or Senior QA Manager.
Participates in the implementation of the quality assurance program/plan on an assigned project or on staff functions. Functions on a project assignment either in a permanent or project office or at a construction or plant site.
Participates in a staff function either in QA program development/implementation/maintenance or in management audits.
Implements the QA program/plan for a project at an assigned location.
Ensures timely and effective implementation of a project quality assurance program/plan as directed by the Project QA Manager or Senior QA Manager.
Assigns work to and supervises the activities of assigned QA personnel.
Initiates performance evaluations of assigned QA personnel.
Directs the implementation of the project monitoring/auditing program at the assigned construction or plant site or project/permanent office location.
Prepares quality assurance audit checklists and participates in audits.
Provides recommendations to project personnel to correct quality deficiencies.
Represents the project during audits by management, the client and regulatory agencies as requested by the Project QA Manager or Senior QA Manager.
Identifies and reports conditions that require corrective action by management and follows up to ensure completion.
Initiates stop work when authorized.
Follows up on actions taken in response to audit findings to ensure adequate close out.
Provides on-the-job training for assigned QA personnel.
Prepares QA procedures for review, approval and issuance in accordance with approved procedures.
Prepares revisions/amendments for the project QA program/plan for review, approval and issuance.
Reviews quality related procedures and manuals developed by other departments, suppliers and subcontractors for conformance to project QA program/plan requirements.
Reviews and reports on the impact of new or revised regulatory requirements on the project QA program/plan.
Reviews selected project procurement documents to ensure the inclusion of applicable quality requirements.
Reviews project system documentation packages for completion prior to system turnover to the client.
Monitors adherence to the established project QA budget as directed.
Performs supplier/subcontractor qualification surveys, reviews requests for proposals, evaluates bid documents, reviews supplier/subcontractor quality programs, performs source inspections, surveillances and quality audits.
Technical knowledge in the application of engineering, environmental, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements.
Knowledge of the quality assurance principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.
Knowledge of the application of corrective actions to resolve nonconforming conditions.
Knowledge of regulatory requirements and functions which impact the QA program/plan.
Grade 26: BS degree in a related field and 9 years of relevant work experience or in lieu of degree, 15 years of directly related work experience
Grade 27: BS degree in a related field and 13 years of relevant work experience or in lieu of degree, 19 years of directly related work
Must be a US citizen.

Working knowledge and understanding of DOE policies, procedures and requirements in areas associated with issues management and assessments is preferred.
