Project Overview:

Bechtel is among the most respected engineering, project management, and construction companies in the world. Bechtel operates through four global business units that specialize in infrastructure; mining and metals; nuclear, security and environmental; and energy. Today, our colleague's team with customers, partners, and suppliers on diverse projects in nearly 40 countries. The Energy Global Business Unit (GBU) is executing construction of a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope includes two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is being constructed on a parcel of land located at State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The candidate will serve as the Office Surveyor- Excavation Permit Authority on the upcoming Port Arthur LNG project. The work location is Port Arthur, TX.

Position Summary:

The Office Surveyor Excavation Permit Authority (OS-EPA) reports directly to the Project Lead Surveyor, (PLS). The OS-EPA interprets design drawings and specifications to determine associated commodities and equipment locations and is responsible for providing support to field supervision for construction and installation activities for all disciplines including but not limited to the civil, structural, mechanical, and piping installations in the work area. The OS-EPA is also responsible for providing survey computations and drafting support and coordinating Excavation Permit, and other permit activities.

Responsibilities:

The Office Surveyor Excavation Permit Authority’s (OS—EPA) duties include, but not limited to, the following:

  • Support the survey team’s implementation of the project safety, quality, and environmental programs.

  • Support the implementation and administration of the Survey Work Request program.

  • Ensures that survey office calculations and permit support activity execution support construction schedule.

  • Develop and maintain survey data.

  • Review and approve survey data from field crews and ensure survey documentation is completed accurately and submitted in a timely manner.

  • Provide office technical support to the survey team including processing of survey data and preparation of deliverables utilizing survey industry best practices.

  • Contribute to the overall office deliverables quality and integrity of the surveying program.

  • Prepare survey CAD drawings as required in the performance of duties.

  • Perform calculations as required by the Excavation Permit Procedure, and other permit requirements.

  • Generate sketches showing excavation limits based on the scope of work for Excavation Permits.

  • Review excavation permits and other permits to ensure all requirements have been met and information is clear and complete.

  • Review as-built underground utilities drawings, including composite underground drawing, to determine if any existing utilities fall within the area of excavation.

  • Support permit requestor in identifying if the excavation limits affect any temporary access roads and walkways.

  • Update as-built information of underground utilities installed based on the information supplied by the Survey team, and/or underground utilities discovered by 811 Utility locator onto underground composite drawings and manage these drawings to ensure the latest information is always available for the purposes of reviewing excavation permits and ultimate underground as-built drawings turnover.

  • Create drawings indicating the location of existing utilities and show the coordinates of excavation limits and make any required updates to the excavation permit to show existing utilities.

  • Administer, approve and issue excavation permits.

  • Monitor Permit Registry to identify open permits that are nearing expiration date and notify Permit Requestor so that the permit can be revised, or new permit can be prepared if required.

  • Sign off permit as closed and close permit on Permit Registry.

  • Ensure completed copy of permit is maintained.

  • Provide direction and training to less experienced survey team members.

  • On occasion, the OS-EPA may also function as a party chief responsible for supervising a field survey crew, or as a member of a field crew.

Education and Experience Requirements

  • Engineering/Technical degree and 3 years’ experience in heavy construction/industrial surveying, involving a mix of field and office duties with modern instruments, software, and technology; with at least 2 years of supervisorial experience or 9 years’ experience (in lieu of a degree), with at least 3 years’ supervisorial experience.

Skills

Basic Qualifications:

  • Knowledge of engineering and construction methods and processes customarily acquired over time through instruction or practical experience.

  • Knowledge of Bechtel’s “Zero Incidents” safety program. Must have a strong drive toward Safety, both on and off the job, a commitment to seeing everyone go home each day as well and healthy as they came to work that day.

  • Knowledge of Bechtel quality standards. Must have a solid record of successful project completion with little to zero rework.

  • Knowledge of heavy industrial construction survey principles

  • Knowledge of supervisory functions relating to heavy industrial construction surveying field & office activities

  • Displays effective written and verbal communications skills crucial to motivating team members and presenting plans in a clear and concise manner.

  • Ability to work in a team-based environment, able to formulate a working relationship with survey team members, other departments, and contractors.

  • Proficiency utilizing MS Office applications, including Word, Excel, Outlook, Power Point and Teams

  • Excellent problem-solving ability

  • Proficiency with Survey CAD software, such as TBC (Trimble Business Center) and AutoCAD Civil 3D; including proficiency with construction layout computations and generation of Digital Terrain Models (DTM) and volumes computations; and drafting of as staked/as built data.

  • Proficiency with transferring data to and from field data controllers.

  • General awareness of environmental laws

  • Awareness of government compliance standards

  • Must have experience managing teams working on multiple work fronts; experience working under time constraints and must be adaptable to changing conditions.

  • Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.

  • Must be capable to participate in project walkdowns, which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in or maneuvering around very small and/or confined spaces, and lifting up to 40lbs without assistance. Must have the ability to walk into and out of the project (enter/egress).

  • Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift buckets, etc.).

  • This project may have multiple work schedules that are subject to change and may require employees to work overtime, weekends and/or night shift when a business need arises.

Preferred Skills:

  • Prior Bechtel Survey Mega-Project experience.

  • Working knowledge of Bechtel construction procedures.

  • Experience with Bentley MicroStation software.

  • Experience with Tekla software.

  • Experience working with and supervising subcontractor’s workforce.

  • Experience managing technical services subcontracts is desirable.
