SUMMARY:

Responsible for the preparation, review, and finalization of qualification documents (RFI, RFQ, Sources Sought), presentations, marketing materials, and smaller, less complex RFPs for the D&S business line. Supports the Proposal Manager on large, complex proposal efforts, including leading a particular section/volume, and tools/systems needed to support proposal preparation, creation, and production. Supports other business line proposal needs as necessary. Supports the establishment and implementation of all procedures, standards, and schedules associated with a specific proposal and supports the work of all personnel assigned to the proposal in coordination with the Proposal Manager and/or Capture/BD Manager. Responsible to support development and management of compliant, compelling, and winning proposals. Must be a capable writer and editor with the ability to create proposal content and promote Bechtel’s competitive differentials/advantages, work to strict deadlines, effectively communicate with clients, partners, and fellow employees, schedule/complete multiple tasks, and be flexible and comfortable working in a fast paced, results-oriented environment.

PRINCIPAL RESPONSIBILITIES:

1. Leads small proposal/qualification document preparation including:

  • Assisting Proposal Center Manager or Capture/M&BD Manager in analyzing customer needs and issues, and developing compliant response strategy.

  • Translating requirements into the compliance matrix, the annotated proposal outline, and content plans that are designed to deliver a timely, winning proposal that is compliant with both the RFP and corporate requirements.

  • Developing budget and schedule (as needed) and tracking compliance with those baselines.

  • Assembling and supervising resources needed to respond to request.

  • Developing template and formatting in coordination with graphics.

  • Writing and editing content including executive summary, past performance/experience, and certain functional sections in coordination with functional management.

  • Creating proposal content that promotes Bechtel’s competitive advantages/discriminators by working with team members to understand market positions, competition, current capabilities, culture, and client drivers.

  • Managing preparation of response on daily basis (e.g., Plan of the Day, storyboard reviews, etc.) including guiding and reviewing the work of other authors, writing material, supervising Proposal Specialists and making decisions affecting document’s overall format and content.

  • Obtaining/coordinating management and/or color team reviews of draft, dispositioning color team reviewer comments, and developing color team recovery plan.

  • Finalizing document by incorporating comments and overseeing production cycle.

2. Leads preparation of an entire section/volume of a large/complex proposal supporting the assigned Proposal Manager and Capture/M&BD Manager including:

  • Assisting Proposal Manager with developing strategy/goals for that particular section or volume.

  • Recommending resources needed for that section/volume to the Proposal Manager.

  • Supporting translation of requirements into the compliance matrix, the annotated proposal outline, and content plans that are designed to deliver a timely, winning proposal that is compliant with both the RFP and corporate requirements.

  • Writing and editing content in coordination with subject matter experts (SMEs) and functional management/resources.

  • Supervising the work of all resources assigned to the section/volume including coaching on the proposal process, disseminating the strategy and goals, and overseeing progress and quality of work through frequent reviews.

  • Participating in Plan of the Day, Storyboard reviews, and other reviews as required.

  • Reviewing other sections/volumes of the proposal to ensure compatability of information among the various sections/volumes.

  • Writing section/volume summaries, introductions, and specific material.

  • Creating proposal content that promotes Bechtel’s competitive advantages/discriminators by working with team members to understand market positions, competition, current capabilities, culture, and client drivers.

  • Approving the section/volume for incorporation into the overall proposal prior to management reviews.

  • Supporting the color team reviews, dispositioning color team reviewer comments, and developing color team recovery plan.

  • Resolving comments on the section and finalizing all work submitted by the various section authors prior to submittal to the Proposal Manager for final incorporation into the overall proposal.

3. Leads the development of follow-up material and clarifications of any material in the qualifications or specific section/volume to customers, such as best-and-final offers, Evaluation Notifications/Notices, etc.

4. Supports post-proposal activities such as documenting and disseminating lessons learned, debriefing information, and proposal process improvement suggestions to the Proposal Manager, Proposal Center Manager, Manager of Strategic Planning and M&BD, other proposal managers, and others as appropriate.

5. Maintains data, tools, and systems needed to support preparation of qualification documents and proposals (i.e., project description databases, resume databases, corporate/division/project statistics, commendation files, etc.). Develops generic proposal material.

6. Develops/leads presentations and other M&BD support and marketing materials as assigned.

BASIC QUALIFICATIONS:

  • Bachelor’s Degree in a related field, with at least 6 years of related work experience, Master’s degree with 4 years of experience.

  • Active security clearance TS/SCI (lapsed clearances will be considered).

MINIMUM QUALIFICATIONS:

  • Experience in developing qualification documents, proposals, and customer presentations based upon U.S. Government proposal standards and requirements for the D&S business line, including knowledge of U.S. Department of Defense, U.S. Army Corps of Engineers, U.S. Navy, and related government agencies.

  • Knowledge of U.S. defense and security industry, including customers, competitors, and partners.

  • Ability to support interperation of bid/solicitation requirements and proposal response strategy and and approaches on individual opportunities.

  • Knowledge of proposal preparation processes and procedures, including ‘Shipley Method’ and its variants, and ability to flexibly utilize various processes and procedures dependent upon nature and scope of proposal effort.

  • Ability to work collaboratively and flexibly with colleagues, team members, and partners.

  • Skill in preparing proposals, qualification documents, presentations, and other marketing materials.

  • Skill in persuasive written and oral communication, including excellence in writing/editing compliantly and relevantly to bid questions and conceptualizing effective graphics to present technical, organizational, or procedural material.

  • Skill in technical writing and editing, including editorial practices and standards.

  • Ability to think creatively in support of compelling proposal responses and other M&BD submittals.

  • Ability to work unpredictable schedules, including overtime, weekends, and holidays as required by solicitation.

  • Ability to travel to support proposal efforts as needed.

  • Ability to effectively lead and/or work/collaborate with diverse, multi-disciplinary teams of proposal personnel and train participants in required skills or procedures.

  • Expert knowledge in Microsoft Word and PowerPoint and Adobe Acrobat and InDesign; working knowledge of Microsoft Excel and Adobe Photoshop and Illustrator.

PREFERRED QUALIFICATIONS:

  • Minimum 3 years in proposal management and development, specifically in Federal proposal management.

  • Diverse defense and security customer experience.

  • Diverse proposal experience, from >$1B multi-month efforts to IDIQs and task order proposals.

  • Diverse experience in large corporate organizations and small businesses.

  • Work experiences that demonstrate an understanding of business, including effective communications, team building, knowledge of personal computing technologies, and application of internet resources.

  • Understanding of the Engineering, Procurement, and Construction (EPC) industry preferred.

  • Understanding of the federal procurement process and the Federal Acquisition Regulation (FAR) requirements.

  • Proposal management training and education (e.g., APMP certification) preferred.
