Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory as well as operations and maintenance buildings, utilities, other support facilities.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30am to 5:00pm. Selected applicant needs to be able and willing to work night shift (5:30pm to 4:00am) and weekends as needed.

Job Summary:

The HLW Civil Superintendent is assigned to the field construction organization in a supervisory capacity. Responsible for supervising and directing operations within the Civil discipline. Supervises and directs craft activities, subordinate superintendents, and others, as assigned. Ensures assigned construction operations and subcontractors’ performance comply with specifications and within schedule and budget. Performs general functions inherent in all supervisory field positions. #LI-CL1

Major Responsibilities:

  • Responsible for field construction operations within assigned discipline or area: safety, quality, and performance. Safely directs assigned construction work in accordance with Bechtel’s safety program.

  • Determines manual staffing requirements. Coordinates established area operational plans. Schedules work to be performed and reviews work accomplished by each craft. Monitors work activities and ensures the quality of work performed.

  • Ensures the most current design document and vendor drawing is used to complete the work and that all design changes are approved prior to implementation.

  • Approves craft time records using established automated tools.

  • Prepares schedules, construction methods and procedures. Participates in constructability reviews and execution plans.

  • Supervises and directs subordinate personnel and craftsmen in construction activities within assigned area.

  • Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, equipment forecasts, and expenditures forecast.

  • Monitors tool usage on the site. Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.

  • Monitors the activities of subcontractors to ensure compliance with specifications and schedules.

  • Responsible for the implementation of corporate/project policies, procedures, and instructions within assigned operations.

  • Coordinates activities with other disciplines or areas, and clients' resident representatives as instructed by construction management.

  • Performs employee reviews and identifies Training and Development opportunities for subordinate personnel.

  • Assesses needs and identifies craft training requirements.

  • Monitors job site work rule compliance.

  • Ensures that all Bechtel, State and Federal safety codes, requirements and standards are being complied within assigned area of responsibility.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.

  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.

  • Must possess the right to work and remain in the US without sponsorship.

Required Knowledge, Skills, and Abilities:

  • Basic Field Manual and Non-Manual supervision experience with a strong civil background.

  • Experience in Construction Project Planning and Scheduling.

  • Knowledge of Construction Quality Assurance. Knowledge of a single or multi discipline construction or engineering operation.

  • Knowledge of supervisory functions relating to field activities.

  • Working knowledge of unionized labor.

  • Demonstrated leadership in a team-based environment.

  • Familiarity with current nuclear and industry quality standards.

  • Computer literate in word processing, spreadsheet, and technical database applications.

  • Knowledge of Bechtel’s Zero Accident Safety Program.

  • Knowledge of local labor laws and issues.

  • Knowledge of state, federal, and local contracting requirements.

  • Experience working with, supervising, and administering subcontractors.

  • Specific experience in Heavy Civil Construction, Rebar, Concrete, Structural Steel Erection, Rigging, and Welding.

  • Knowledge and experience of the ISMS guiding principles and core functions.

  • Working knowledge of the history and status of the WTP High Level Waste (HLW) facility.
