Bechtel is designing, constructing and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory as well as operations and maintenance buildings, utilities, other support facilities.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm (day shift) or 5:30 pm to 4:00 am (night shift). Extended work weeks and/or extended hours may be required or authorized to support the construction schedule.

Role Overview

Performs Senior Civil Field Engineering duties to support the construction of the Waste Treatment Plant using nuclear codes and standards including ACI 349 and AISC 690. Primary responsibilities will include evaluating, designing and approving scaffolding and construction work platforms to support project construction needs. In addition to the system completion activities and ongoing piping and electrical installations requiring scaffolding and work platforms, the project has approximately 20,000 cy of concrete remaining to place, 2,000 tons of structural steel remaining to erect, 200,000 cy of general site excavation/backfill and final grading, various underground utility installations and multiple facility completion activities including architectural finishes (drywall, doors, windows, siding, etc) and turnover to startup/commissioning. Provides field engineering assistance to superintendents, directs assigned personnel in meeting cost and time schedules, verifies materials, equipment, and quality, and assures results meet design requirements.

  • Performs design, inspection and/or detailing of scaffolding using Safway Scaffolding materials and other standard construction materials. Work will include applying OSHA standards for scaffolding, Safway scaffolding criteria for Safway materials, ANSI standards for wood components and AISC standards for steel work platform designs. Coordinates and Supervises subordinate FE’s to support Craft Supervision needs.

  • Performs, directs and manages Civil Field Engineering activities including inspections, audits and planning to support the installation of formwork, rebar, concrete, structural steel, architectural, earthwork and performs rigging support and planning activities for material and equipment.

  • Assure procedural compliance, material control, and complete and thorough documentation of inspections for completed work.

  • Directs or performs preparation of quantity listings of field purchased material and equipment and initiates requisitions for field material purchases.

  • Supervises or performs preparation of construction drawings and schedules, design of temporary construction facilities and ensures preparation of as built drawings and other job plans.

  • Assists subordinate construction engineers and superintendents in interpreting design drawings, monitoring equipment installation, planning for delivery of construction materials and equipment, and assuring that proper warehousing and storage exists to ensure environmental protection.

  • Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals and technical data to assist and advise on site.

  • Coordinates with Design on constructability issues.

  • Supervises subcontractor work efforts and administers subcontract changes and interfaces with client personnel.

Basic Qualifications

  • Bachelor degree in Civil Engineering, Construction Management, or a related subject from an accredited university and 6 years of progressive construction or civil engineering experience; or

  • In lieu of a degree, 12 years of progressive civil related construction/craft experience, civil engineering, and/or civil field engineering experience.

  • Must be physically capable to conduct field inspections and participate in project walk downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs, wearing safety harness.

Minimum Qualifications

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a Department of Energy badge for access to the Hanford Site.

  • Working knowledge of personal computer and software including Microsoft Office Suite.

  • Proficiency in oral and written communications.

  • Excellent organization skills.

  • Requires ability to receive direction from multiple sources and effectively establish priorities. Flexibility and ability to multitask required.

  • Experience with excavation, concrete, and structural steel installations.

  • Familiarity with the nuclear codes and standards including ACI 349 and AISC 690.

  • Must become trained in scaffolding and man lift use.

  • Must have the ability to inspect difficult to access or restricted locations and climb with a load of 20 lbs while performing inspections.

Preferred Qualifications

  • Possess the right to work and remain in the US without sponsorship.

  • Previous experience with Mathcad and Microstation.

  • Previous experience with procurement/installation/inspection of architectural finishes, siding, doors (personnel, fire and/or equipment) and Civil/Architectural facility completion.

  • Capable of performing and/or previous experience with design, inspection and/or detailing of scaffolding and work platforms including familiarity with OSHA scaffolding criteria, ANSI standards for wood component design used in scaffolding, AISC standards for steel design for construction work platforms.
