Participates in the implementation of the quality program. Participates in a staff function either in quality program development/implementation/maintenance or in a management capacity. Responsible for supervising quality activities on a project as the subordinate to the quality manager or deputy quality manager. May maintain client liaison and communication for project quality activities. Advises management of project quality problems and progress.


A. Supervision Received

Receives operational supervision and technical direction from Project Quality Manager or Deputy Project Quality Manager.

B. Contacts

Maintains contact with client, supplier quality personnel and regulatory personnel, as directed by manager. Interfaces with suppliers and contractors on quality related items


1. Review selected procurement/contract documents to ensure the inclusion of applicable quality requirements.

2. Perform supplier/subcontractor qualification surveys, review requests for proposal, evaluate bid documents, review supplier/subcontractor quality programs, and perform surveillances and quality audits.

3. Administration of Corrective Action Program (CAP) activities such as control, following up and reporting of CAP items (such as Nonconformities, General Actions from different project reviews, KASE, Lessons Learned, among others).

4. Identify and report on conditions that require corrective action by management and follow up to ensure completion. Review and report on the impact of new or revised regulatory requirements on the project QA program/plan.

5. Follows up on action taken in response to audit findings to ensure adequacy of completed corrective actions.

6. Reviews and reports on selected engineering, construction, and procurement documents to assure the inclusion of applicable quality requirements.

7. Assist CAP Manager (Quality Manager or Deputy) in preparing CAP metrics

8. Provide CAP process/CAP software training, and support

9. Supports the implementation of the project monitoring program at the assigned construction.

10. Initiates investigation and analysis when quality issues are identified; participates in developing solutions using analytical methodology and tools as appropriate; and performs or guides improvement process implementation to obtain continued process stability and long-term sustainability.

11. Prepare quality bulletins / announcements for the project.

12. Develops and issues the Quality Dashboard for the project.

13. Support in the implementation of the People Based Quality (PBQ) Program.

14. Perform other duties as required by Bechtel management. KNOWLEDGE, SKILLS AND EXPERIENCE:

  • Bachelor’s degree in Engineering, Architecture or other related technical discipline from an accredited university as well as a minimum of seven years relevant work experience.

  • Knowledge of M&M industry work processes (e.g., quality assurance, construction, engineering, records management, testing, operations, or decommissioning)

  • Knowledge and understanding of regulatory requirements and functions which impact the QA program/plan.

  • Experience in causal analysis methods, investigative techniques, and collecting data

  • Experience in the application of corrective actions to resolve nonconforming conditions.

  • Demonstrated capability to understand, interpret and apply company policies and practices regarding personnel action.

  • Proficiency in the use of a PC computer and Microsoft Office software

  • Proficiency in the use of CAP software. (Previous experience as CAP administrator will be appreciated)

  • Proficiency in oral and written communication. (Spanish & English fluent is required)

Position for Quebrada Blanca Fase 2 Project in Santiago. Position will begin in Santiago and may be mobilized to field after completing home office assignment.
