Bechtel, a global leader in project management, engineering, procurement and construction, has been selected by WSA Co as its Delivery Partner and Project Manager (Definition) for the Western Sydney Airport, a $5.3 billion greenfield facility in Badgerys Creek, New South Wales. This will be a landmark project for both New South Wales and Australia, and is due for completion at the end of 2026.

SUMMARY :

Supports the effective implementation of the Quality Management System.

This role will report to the Project Quality Manager. Will be required to interface with: cross-functional teams, other engineering disciplines, contractors, other stakeholders as required for execution of the scope of work. The QA Engineer establishes the principles of product and service quality evaluation and control for the system. The QA Engineer provides independent oversight and review of the project deliverables throughout the lifecycle, including the oversight and review of the contractor’s work.

This assignment will initially be located in Liverpool, south west Sydney before relocating to the Badgerys Creek site later in the year.

ESSENTIAL JOB DUTIES:

  • Application of quality processes in a graded approach to the relevant project process

  • Participation in the development and review of project documentation.

  • Actively participate in definitions of test requirements, justification of acceptance limits and sampling plans to assure contractors’ compliance with requirements.

  • Oversight and review of testing and inspection activities performed by contractors.

  • Assessment of systems to identify deficiencies and participate in resolution of issues found.

  • Assist Management with implementation of Quality Program Plan(s) and subsequent revisions.

  • Perform adequacy reviews for flow down of QA requirements to implementing documents and quality affecting processes.

  • Assist in defining/developing and tracking of Quality Program status indicators, performance measurements and reporting requirements.

  • Assist in developing of quality system processes, i.e., records management and document control, control of electronic data.

  • Provide recommendations to contractors in developing inspection plans, First Article Inspection, In-Process, and Final Product Inspections, Sampling Plans, Inspection and Acceptance Criteria, and Design Validation Testing.

  • Apply sound systematic problem-solving methodologies in identifying, prioritizing, communicating, and resolving quality issues.

  • Control the quality contractor’s performance through surveillances and audits.

  • Control and verify the implementation of actions to solve audit and/or surveillances findings.

  • Track the compliance with contractor’s quality contract conditions.

  • Track contractor’s non-conformances, including the validations of dispositions to appropriate closure.

  • Track the status of request for information to contribute with Field Engineering work.

  • Attend construction coordination weekly meetings as well as quality fortnight meetings

JOB KNOWLEDGE:

  • Have a fundamental understanding of quality philosophies, principles, systems, methods, tools, and standards.

  • Have a fundamental understanding of a quality system and its development, documentation, and implementation with respect to domestic and international standards or requirements.

  • Strong experience with audit process including audits, planning, preparation, execution, reporting results, and follow-up.

  • Be able to develop and implement quality programs, including tracking, analysing, reporting, and problem solving.

  • Basic knowledge of reliability, maintainability, and risk management, including key terms and definitions, modelling, systems design, assessment tools, and reporting.

  • Be able to plan, control, and assure product and process quality in accordance with quality principles, which include planning processes, material control, acceptance sampling, and measurement systems.

  • Understand risk analysis philosophies and methodologies and their applications.

  • Understand readiness processes and requirements.

BASIC QUALIFICATIONS:

  • Recognized degree in an Engineering or scientific discipline.

  • Prior Quality experience.

  • Lead auditor in Quality Management Systems ISO 9001:2015.

  • Specialized courses in engineering, quality, personnel administration or a specialized discipline, and

  • Practical work experience in fields of engineering, environmental science, procurement, construction, testing, operations, decommissioning, or business administration.

  • You must have the right to work and remain in Australia, without sponsorship.

Preferred Qualifications:

  • Skills in planning, organization and schedule compliance.

  • A high level of personal motivation, high standards, and the ability to work as a team to achieve a successful project.

  • Knowledge of regulatory requirements and functions that impact the QA program.
