Bechtel is seeking a Apron Package Manager for the Western Sydney Airport Project located in Sydney, Australia. The Apron Package Manager is responsible for planning, coordinating and directing activities and has technical accountability for interpreting, organizing, and coordinating the engineering work on a large complex infrastructure project. The Apron Package Manager is accountable for the timely delivery of the Design work packages developed by 3rd Party engineering consultants and/or design firms. Reports to the Design and Technical Manager and ensures the designers deliver to the Project requirements. Receives operational supervision from a Design and Technical Manager.Exercises functional direction over assigned Engineers or Project Engineers. Oversees third party technical consultants as a subcontract technical representative.
Directs and provides technical and administrative guidance to assigned Project, discipline and consultant Engineers in the management of engineering on the project.
Keeps informed on the status of all project issues involving assigned personnel with respect to schedule, budget, work quality and client satisfaction, and contributes leadership, experience and expertise in the solution of difficult problems.
Reporting to Design and Technical Manager and Project Manager on Engineering performance on cost, progress and technical issues.
Coordinating, facilitating and managing the interfaces, including 3rd party access and approvals between the contractor and other parties both internal and external.
Managing and monitoring the 3rd Party designer’s performance with relation to schedule and cost control.
Coordinate the review and acceptance of 3rd Party produced design documents.
Coordinating the supply of technical information to the designer to allow the programme to progress.
Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
Reviews major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
Formulates and recommends for approval, engineering execution plans and programs for assigned projects.
Inputs to, owns and reviews project schedules and approves staffing estimates for engineering personnel for new proposals and jobs as assigned.
Participates in project planning prior to proposals to provide technical guidance in the engineering and construction review of proposals.
Monitors the use of available engineering computer programs, technical advances and engineering management control techniques on the projects assigned.
Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.
A recognized degree in engineering from an accredited college or university, specialized courses in relevant general engineering, or an appropriate engineering discipline.
A professional license in an engineering discipline or a license to practice architecture from a recognized licensing board is preferred.
Must have strong aviation industry experience in Australia.
Must have strong pavement-specific aviation experience in Australia.
Experience managing engineering design efforts including management of 3rd Party designers with a minimum of 5 large aviation projects.
Broad knowledge of aviation industry/regulatory codes and standards, project controls and design criteria in all engineering disciplines.
Extensive technical knowledge of engineering systems, engineering calculations, applications of engineering methods and materials and applications of 3-D computer-aided design (CAD) and computer-aided engineering (CAE) to engineering problems.
Proficient knowledge of activities and operations in other functions including procurement, construction, environmental safety and health (ES&H), and quality assurance.
Extensive progressive work experience, including supervision, preferably in the project and staff design engineering or architectural design or other relevant types of engineering such as systems startup, field engineering or engineering/construction firms.
