Project Overview:

Bechtel, along with key sub-vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx, and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project. The OLS Project scope includes the design build, operation, and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through major Public Private Partnership (P3) contracts and multiple Early and Advanced Works (EAW) contracts. The OLS Project is planned to open for revenue service in 2031. DP forms a key part of the overall leadership of the OLS Project

Job Summary:

The Contract Specialist will report either to the Package Contract Manager or Contract Administrator. The Contract Specialist will support Package Contract Manager and Contract Administrator in Contract Management activities for the assigned Package. The Contract Specialist will be expected to demonstrate professional judgement for assigned activities and to demonstrate compliance with contract requirements and project procedures.

Major Responsibilities:

  • Becomes knowledgeable with various contract management tasks and the procedures applicable to Contract Administration.

  • Performs assigned contracts administration tasks under direct supervision from Contract Administrator or Contract Manager.

  • Becomes knowledgeable on project activities affecting contractual rights and obligations, contract performance, contract administration and other commercial matters.

  • Prepares a draft of contract changes by obtaining necessary information from various stakeholders and reviews with management.

  • Collects require information to draft responses to the letters received from the Contractors and coordinate review with various stakeholders.

  • Support Contract Administrator or Contract Manager in document control of the contract management documentation.

  • Attends various meeting, take minutes of meeting and obtain review comments from internal review.

  • Supports preparation of periodic status and ad-hoc reports and performs other duties as assigned.

Education and Experience Requirements:

  • Bachelor’s degree in Business, Supply Chain Management, Engineering, or other industry related field.

Required Knowledge, Skills, and Abilities:

  • Basic knowledge of contract regulations, policies, and practices.

  • Demonstrated oral and written communication skills.

  • Proficiency in MS Office software suite of programs (Word, Excel, PowerPoint, Outlook).

  • Ability to establish collaborative and effective working relationships with internal and external stakeholders.

  • Confidence in working within an environment of senior managers, client executives, and government agencies.

  • Understanding of compliance with protocols of company and client confidentiality.
